[FIXED] Vale of Eternal Blossoms bugged.

Bug description: Vale of Eternal Blossoms was fixed and worked some days ago, but now it is bugged again. There are no NPC there in outside ally zone "Shrine of Seven Stars" as well as Loremaster Cho missing in Mogu'Shan Palace.

Confirmed for the Vale of Eternal Blossoms (Shrine of Seven Stars and Shrine of Two Moons) phase.

However for the other issues, please report them seperately and avoid reporting multiple things together. Please follow our rules as it's one bug per one report.
