[DUPLICATE] Item - Honorbound Barrier - gem socket should give more haste than it does when equipped

Item isn't giving gem socket bonus when equipped.

This was rejected but it clearly isn't giving the bonus like it should be. It clearly shows a loss of haste when the gem gives more haste than the item I'm replacing that gives less haste. I will post new screenshots that show it more clearly. Item gives 39 haste, I replace it with item that doesn't give haste but has a gem socket that gives 40 haste and I still lose haste. Should gain haste and also gain the other stats as well.
