Bug description: I don't know how other people did it, after speaking with the NPC Timothy Leens the mine does not open, it should depend on the garrison's tier?

The entrance is only opened when you've built Tier 2 Townhall.

True, tested that. The mine should be full of veins to mine though, now it has no veins or deposits in it.

As for this, Garrison buildings and subzones are not fully scripted yet.
