Bug description: The NPC is not spawned even tho the festival started yesterday (05.02.2021)
Proof: The database shows she should be spawned during the festival but she's not there. Same goes for the other NPC's. Couldn't manage to find any of them. Most of us are trying to get the floral crowns and dresses. Please, don't let it like this.
