[DUPLICATE][Shaman][Elemental] Lava Surge

Bug description:
Lava Surge simply does not reset CD of Lava Burst. If you play calm and press button only when Lava Surge resets cd of Lava Burst (which takes like 1 or 2 more global cds), you wont see this bug. But If you try to press any other spell right after your global CD ends, Lava Surge wont reset the cooldown. Basically if you press your buttons fast, you wont get reset from Lava Surge. At least that is what I found out. But anyway, it is not working well and ele shamans losing a lot dps in raids and mythics because of this bug.
