As you can see here https://www.wowhead.com/item=166312/recipe-coarse-leather-barding it was introduced in patch 8.1 Since we have access to only 8.0content now, i guess it will become available when 8.1 content is released.

As mentioned above Coarse leather barding recipe has been added in 8.1.0 hence it's not available yet.
