Bug description: my neck reach level but artifact bar always 0%, character info button always have ''An azerite power is available'' and my mission command table not working. my other character havent got that problem, just Hatal have that.

Most of the time that is an Elvui bug, can you show me your UI?

Show a screenshot of what you meant by "at 0%" and elaborate what you meant by "mission command table unavailable."

idk how to picture To upload here. my azerite bar always show 0% but neck can leveling its 25 lvl now. i can see missions on table i can click it but i didnt accept and take i just saw. and ''character info'' button have every login just one time ''an azerite power is available''but i havent, i already take it. that 3 bug happened at the same time. The interesting part is, this is my second character. My first character is still okay, but this is the new mak'har one bugged. i delete my all addons and reset settings but nothing change. i got that bugs for two days.

This used to be an issue and should be resolved now, it was because it wasn't coded properly but it should have been resolved long time ago, for me it works both with bartender 4 and without any addons as you can see here, but tbh if it still doesn't work for your character I am afraid only solution is for one of head GMs to reset your neck and re-add it and we cannot do that stuff on forum since this is for bugs only and this artifact status bar issue has been fixed long time ago.Rejected.
