Class order hall mount (rogue)

Is it possible to get the class order hall mounts? For Rogues I can't find the npc and I have no quests in the class order hall. I hope anyone can help with this, I couldn't even do it in legion idk what to do to get it.

Class campaigns, like some other parts of the legacy content, aren't working currently so the only option to obtain the mounts is via the shop.
