[simple-explanation]

When you finish the main quest chain for a zone you already selected at the scouting map, you can go and choose the next zone to start questing. Finishing a quest chain is marked by getting the achievement for that zone ( A Sound Plan, Stormsong and Dance or Drust Do It). As the above comment stated, you need to finish a zone before you can choose another from the scouting map. To get the quest Uniting Kul'Tiras, you need to progress your War Campaign.
