OUTLAW - Blade Flurry

Hello,

I noticed that the spell "Blade flurry" doesn't get a reduced cooldown when using a finisher.
In some cases both charges are on cooldown which doesn't seem right.

I've played outlaw main on Retail BFA and there was a reduced cooldown when using a finisher.

Hope this minor bug gets fixed soon so outlaws can be TOP dmg when it comes to AOE cleave
