The NPC where you try to teach Herbalism is only for Cataclysm Herbalism which is capped at 75 skill.

For herbalism skill from other expansions, go to the correct trainer to teach the skill. For example, the BFA herbalism is learned from BFA trainers in Zuldazar / Boralus.
