Bug description: Flame On must be -2 sec and is only -1.4

Thats not how you check if talent works, you need to check it without gear and it works fine, the reason why it is 8.6 and not 8 is because Flame on applies first and then your haste applies after it and cooldown reduction has diminishing return from haste.
