The quest NPC should be on the level above the one you are on now. Could you please check there?

Have you tried relogging? She should be spawned there when you arrive.

At this point I'm going to suggest you wait for a server restart. That should likely de-bug this.

Hello SneakyGR,

Unfortunately I am unable to reproduce your issue.
I tried completing that same quest on different characters and I didn't have any issues.
I could correctly see Taelia and complete the quest both times.
She should be there the moment you exit the boat from the previous quest.

It appears that this only one-time issue. If you are still facing trouble with this quest please try again carefully the steps listed above my post.

Looking at your armory I can notice that you haven't obtained your Heart of Azeroth necklace.
Which makes me believe that you haven't started the BFA introduction quest line.
Make sure you have completed the following quests:
1. Hour of Reckoning - Which you pick upon entering your capital city
2. The Battle for Lordaeron - Is the next quest which can be skipped by talking to the quest giver
3. A dying world - Is your next quest which you will get after your previous one. Then continue to follow the chain quest

Simply follow the chain quests afterwards.
