It works just fine. Look at the video, above my char's icon you can see the speed as I change gear, starting from a 130% base. Longstrider even stacks, so if you get it on 3 azerite peices, you can go pretty fast . And yes, the speed increase does not appear in your char's panel, since it is not a tertiary stat.

If you want to track your movement speed you would need AddOns for that as it doesn't appear in the stock character panel UI.
Here are some AddOn suggestions that you can use to check your movement speed:

- DejaCharacterStats
- ElvUI
- WeakAuras
