[Death Knight] [Unholy] Necrotic Strike bugs

Bug description: Currently Necrotic Stike doesn't benefit from a talent Pestilent Pustules in Unholy tree which can grant Runic Corruption upon Bursting a Festering wound. I've tested it many times, although this is only 10% chance I didn't get a single proc from Necrotic Strike. Scourge Strike with this talent works fine.
Also, Necrotic Strike doesn't give +3 runic power as Scourge Strike does upon (bursting) converting a wound. So Scourge gives +13 runic power in a global (10 for a rune +3 for the wound), Necrotic gives only +10 for a rune.
Proof: My video here. So for 2 minutes I tried to spend less runic power and went for necrotics. Look at my Runic Power bar at the opener: 20 runic power for a Festering strike (2 runes = 20 runic power), 12 runic power from Apocalypse (4 wounds each gives +3 on burst) = 32 Runic Power. Then I cast necrotic which gives only 10 and not 13 like scourge strike. Every single global after opener I tried to cast more Necrotics so the talent could proc but it didn't.
Take a look at Flarkness video here. The opener is - Abomb, UF, DT, 1 Festering Strike, Apocalypse, DnD and finally Necrotic Strike. Check his Runic Power bar: 20 for Festering strike, 12 for Apocalypse, 10 for DnD (Death and Decay) = 42 Runic Power before applying Necrotic Strikes. After Blood of the Enemy you can see it changed from 42 to 58 - while in a DnD Necrotic strike granted him +10 runic power and +6 for 2 wounds (for the dummy in front of him and at the left).
About Pestilent Pustules - his first Necrotic Strike did proc this talent and you can see the proc at the right top corner, he even comments about not spending the runic power.

After some Necrotic Strike tests I can confirm that Bursting Sores talent doesn't work for Necrotic Strike too. It just doesn't deal damage to nearby enemies when converting a wound. Basically Necrotic Strike should work with all spells and talents that work for Scourge Strike.
Proof: The same Flarkness video I sent earlier. When he opens !Details at 55:25 you can see the damage the talent did. It is first in the damage metre.
