Bug description: After i ended Queens Favor, i went to the zuldazar port and the NPC Bluffwatcher Proudscar trys to speak to me but never gives me the mission to meet Baine in Tiragarde Sound

Thank you for your report. However, the reason you cannot take the next quest yet is because those quests were implemented in patch 8.1.5 and we are still on 8.1 content. Because of this, I will reject your report.
