Bug description: soul fragments should drop after every killed mob. with a proof
Proof number 1: https://www.youtube.com/watch?v=vuiBgxJVLFM guy killing mobs for 1 hour every mob drops soul fragment retail movie.

watch that movie a little bit lerona and count soul fragments. I did not found single mob not droping soul fragment. and movie is one hour long so quite long proof.

Sorry Lerona you are wrong. Tooltips misleading you. Blizzard writed sometimes maybe for future nerf purpouse but meantime they config aura apply chance 100 %

Aura proc chance 100% 100% is not sometimes, it means always Lerona. even if blizzard make something different and sometimes it does not drop, according to official retail gameplay that I paste chance must be between 98-99
percent chance, because it hard to see not droping soul fragment after 1 hour gameplay. i was watching that movie and always after kill drop there is soul fragment. if you dont believe me Lerona watch that
movie and find me, a moments when soul fragment dont drop after kill. Wowhead shows 100 percent chance there is no doubt about that, and wowhead is it good source of information.
even in your site which is redirected wowhead, (because you have even comments from wowhead ) there is 100 proc chance.

You cannot base on tooltips with unbugging server. Blizzard made sometimes misleading tooltips.

I played both legion and bfa dh in retail as a main so i now what im talking about. soul fragment drop after every kill. lesser soul fragment drop from chaos nova and have lower chance to drop (30%.)
I was playing hundred hours in retail and did not remember moments that soul fragment not dropping from mob.

you can compare to other aura . example blue dragon.
this have in tooltip 2 percent chance rate and in aura proc chance is 2 percent.

I am 98 dh so this is first level for dh and train more than to 2 mob is 99 PERCENT death. in retail with i played and guy from video it is not a problem. Lerona you dont have demon hunter retail experience if you do not see that demon hunter is on crappy state in terms of leveling. it is obvious.

I can not record now video from your bugged server because your official freakz launcher start to kick me after 15 sec. last week i did not have problem to login. maybe i will login later if miracle happen and it stop kicking me after 15 second, and will be able to record your server amazing demon hunter leveling experience.

Whats is a proc chance in your server for dropping soul fragment, after a kill? 50 percent or below?

at your server soul fragment drop probably is 50 percent or less. i need to sit eat food as demonhunter lol. demonhunter dont need sit eat at all on retail. this is not wow classic.

First of all, you can't copy a source that you claim says is 100% and then say it would eventually be 98-99%. I did watch the leveling video thoroughly but I've also watched other dungeon videos and consulted retail players, even had it checked out at this very moment even though it's a different expansion. The souls will sometimes drop all the time and sometimes not at all. It's rng based.

The tooltip itself changed thorought Legion, as it first said

It's true that you shouldn't fully rely on the tooltip, but it's mostly regarding the damage written on it, as some mods don't get scaled. In this case, when the function of the actual spell is written, there is no mistake.

okay i tested on simmilar server f******. bfa work the same like yours. ultra hard leveling.
in their legion server soul fragment dont drop more often but leveling is most easier because mob deal less dmg definetely and maybe i have little more damage, so i dont have problem to kill regular 3 or more mobs at once. i just login there for tests

so i think that problem is in bfa core emulation because both servers have the same problems, bfa hard from start for dh.

After further research about this subject and talking to a developer, we've found that nothing regarding the Shattered Souls is bugged and that it should stay like this. If you believe the mobs are overtuned in that area, then plase create a seperate report as the rule for bug reports is one bug per report. Also, it's forbidden to mention other server' names. Please refrain from that as it could lead to a penalty.
