Quest for unlocking allied race Vulpera not there!

My friend and I recently started on the server and he decided to spend some money. He bought a mount, hierlooms and instead of ulocking vulpera directly he decided only to unlock exalted with the vuldunai and do the quests for the last achievement. So, he boosted a character to level 110 and set his way to the BFA zones and started of in Vol'dun to get the achievement as fast as possible. When the achievement was unlocked he went back to Orgrimmar to find that the quest is nowhere to be found. If someone knows how to fix this please help!

His ingame name on the character he unlocked everything with is - Crimeman

Vulperas are 8.3 content, therefore they're not released yet. Our server has 8.3.7 class changes and some hotfixes but the content is restricted to 8.1.5 as of right now, progressing to the further patches whenever they're tested/developed properly.
