[Engineering] Specializations quests not repeatable

Character name: UMBRO
Bug description: Quests should be repeatable in the sense that, if we wish to change from one specialization to the other, upon abandoning one, the quests should pop back up at the quest giver, to allow us to either pick up the same specialization again or change to the other. On freakz atm, the quest are a one time completion thing, if you abandon gnomish to go to goblin, and abandon that also to get back to gnomish you'll end up with no way to get either specialization back. This bug was also on legion, posted about it but didn't get any kind of fix.
