[FIXED] [General Items] Item Spell Procs vs Item Spell Procs

Item Spell Procs should not be triggered by other items with Spell procs. Please see the lengthy video I've done on retail with the interraction between 2 trinkets - Shivervenom Relic and Leviathan's Lure. At no point did the trinkets effects proc the each other's effect. The item effects should only be triggered by player actions with the player's general spellbook spells.
