[FIXED] PvP Neck cap Season 2

Necks are ***still capped for Level 40 within Arena***, it should be capped for ***Level 50***.

There's an issue with the neck and the cap right now that if you have neck Level above the cap and you enter the Arena your neck will be brought down to a specific level and any amount of Azerite will be able to levelup your neck 5-10 levels, meanwhile not returning the original value that players had before they had entered the Arena.
