[FIXED] Battle Ground player balancing

So I noticed that sometimes there is over 50+ people in queue however the are all put on hold and no BG ever proccs. This is not to do with the Cross-Realm not working since I was able to do 2v2 and 3v3 without any issues.

So I am suspecting this is due to lack of opposite faction people in queue therefore game wont start until there is ate last 20 horde v 20 alliance.

**Solution**
I know I heard somewhere before that cross faction BGs are in progress however I may have another solution to this problem. By simply applying [Mercenary Contract](https://testbfa.wow-freakz.com/spells.php?spell=Mercenary+Contract) buff to balance both sides.

This is a really important bug due to how many people wanna play battle ground but no one can.
