[DUPLICATE] [Northrend][Sholazar Basin] A Hero's Burden

Bug description: https://www.wow-freakz.com/object_finder.php?object=190777&&name=artruis-phylactery The phylactery doesn't spawn, so the quest can't be handed in. At least it doesn't spawn when you hit the lich at max lvl and it dies instantly. I even tried to hit him with no gear at all to force the transition, but it still instantly died. You also can't kill either the oracle or the wolvar to take sides. https://forum.wow-freakz.com/FIXED-Sholazar-Basin-A-Hero-s-Burden-t594032.html says it's fixed, but it isn't.

This is an issue for all Pre-BFA quest fixes, not only this one. The fixes are not pushed to live yet.
