Bug description: Quest requires you to loot Unused Axe of the Executioner from the Shattered Hand Executioner. But he is not spawned in The Shattered Halls and the quest item isn't contained in any loot tables, so the quest is not doable.
Proof: 0 players on Warsong
Quest item contained in no loot tables
