Bug description: Item that starts this quest does not drop. If it did someone would have completed the quest by now even with the low drop rate. This blocks access to Mardivas's Laboratory, reducing weekly rep gains and blocking access to certain items.

Wish I had found this report sooner, I've been killing https://www.wow-freakz.com/npc_finder.php?npc=154548&&name=shadowcaster-vixtris thinking it would drop.

I asked about this during 8.2 if it was gonna get scripted , they said they won't do it, so yea unfortunately it will never get implemented.
