Proof:

It's my second char where I received Burning Cryptogram from paragon chest according to log, but it's nowhere in my bag and no New Quest popped up.

So this PVP event is bugged for me or what?

Ah my bad, shows some quest The Legends Were Real but I got no clue where to go and what to do.

So just gonna skip this for now.
