Whenever a ward gets depleted, [Pressure Surge](https://www.wow-freakz.com/spells.php?spell=300074&name=pressure-surge) should occur. At the moment, it seems that Pressure Surge only affects the tank with aggro on Azshara instead of affecting all players, rendering the damage useless and not punishing players for failing the core mechanic.
