The NPC that should give the quest, Sira Moonwarden isn't spawned. The NPC to which you should return the quest, Nathanos Blightcaller is missing too. This quest is required to obtain the Brynja's Beacon toy
Proof: https://i.imgur.com/NdVWj8y.jpg both NPC's should be here

Also the quest is horde only, on freakz website it shows both horde and alliance factions.
