Ascendant Council is bugged, you cannot kill Arion or Terrastra, as they never come down from the balcony.

You can kill Feludius and Ignacious, but without the other two, the encounter does not count as completed. This also locks people out from being able to complete HC, which has an extra boss and title reward.

This most likely is because of high damage and inability for the bosses to follow the script slowly.
Basically, they don't even get into the final phase to form the bigger boss?
