Bug description:

Maybe not really a bug but annoying and in my opinion shouldn't be intended.
Whenever I cast ice lance/frostbold on an hostile mob surrounded by neutral mobs I automatically pull all of the other neutral mobs as Splitting Ice will split all of my major dmg casts.

Suggestion:
Splitting Ice should only split on neutral mobs you are already in combat with or maybe make it an option do disable mass pulls like that. There are certain quests, world quests, areas, dungeons where it's very difficult/impossible to unintentionally pull other mobs due to Splitting Ice and keep your character alive.

It is intended to work that way and thats how it worked in past, Rejected.
