i did some more testing and it seems to be the first row of talents that causes this problem, whenever im using Weaponmaster it doesnt seem to proc the first stacks that you built up before shadow dance and flagellation, i swapped to premeditation and this problem disappeared so i think there is some sort of bug with weaponmaster idk
