Bug description: I allow myself to link the npc which poses the problem, currently we can upgrade the inheritance to the maximum of lvl 49 whereas theoretically we should be able to upgrade them to lvl 59 max as on retail. It just lacks the items that are not available for sale. ( https://fr.wowhead.com/heirloom-guide#v-main-horde )

Hello, the item that you talking about is called Eternal Heirloom Armor Casing and it's a 9.1.5 item and it is not available yet, because we are on 9.0.5. Have a nice day !
