**Description of the bug**
When Carnivorous Stalkers conduit procs it doesnt aoe every target if talent https://www.wow-freakz.com/spells.php?spell=339656 (wowhead link) is taken and doesnt apply https://www.wow-freakz.com/spells.php?spell=267170 (wowhead link) talent debuff if its taken.
