Quest [Elemental Bonds: Doubt] not working

Bug description: Quest Elemental Bonds: Doubt not working
After accepting the quest, I'm supposed to talk to cyclonas to be teleported to Thrall's location. On clicking him. no option to talk appears. If I manually fly to the location, aggra is there offering the next quest, but the current one doesn't trigger
