[FIXED] [Affix] Bursting

Currently, the affix damage is way low than normal (around 5 times lower) making a free affix non existent.

Examples :

How much bursting **should** deal :
- in a **+4** (where bursting starts), it should deal **683** per stack
- in a **+6**, it should deal **797** per stack.
- in a **+10**, it should deal **1084** per stack.
- in a **+15**, it should deal **1593** per stack.
- in a **+20**, it should deal **1593** per stack.

Explanation :

All the damage numbers above are **unmitigated** damage taking from wcl.
The affix should **not** scale with fortified or tyrannical, but **scales** with key level (already taken into account in the examples).
The damage is **capped** at a +15, meaning it doesn't scale with key level beyond a +15.
