Can't FLY in shadowlands

Bug description: I've been told from global chats that I should've able to fly at chapter 2-3 from "chains of domination". I've finished all of the campaings yet can't fly. Some guys said I had to recieve an item/consumable but never got it. Not even by mail. So I need this to be checked and fixed if so - please.
And yes, I have bought max my flight skill.

This issue doesn't let me lvl up an alt properly - nor navigate as I should whitin shadowlands
