A question about Exp x10

Hi all!
I'm new on this server, and I'm trying to enjoy the game with you by yesterday!

I've a question about your choice on locking EXP x10 in the zones pre-BFA.
I know that rate x10 CANNOT BE changed, so my question is: is the level of NPCs (enemies) calibrated with MY current level?
I'd like to not have situations where my character is on level 30, for exemple, and enemies on 10.

Enemy NPC’s scale with your level as long as the zone is appropriate.
For example if the zone is is 1-60 and you are 42 then the enemy will also be level 42.
If zone is 1-60 and you are 78 then the enemy will be capped at 60
