[Archaeology] Orb of Sciliax quest - cannot start

Bug description: I have deleted cache, the wtf folder, removed all addons, relogged, restarted etc and it will not let me solve this artifact, I have all levels of Archaeology unlocked, this item should actually begin a quest. I cannot progress any archaeology for the Highborne at all until this is solved. The quest appears in your database but the archaeology item does not: https://www.wow-freakz.com/item_finder.php?item=Orb+of+Sciallax

Confirmed. You cannot do the quest due to the item not being obtainable. When you "Solve" artifacts, you cast the ability, the fragments are consumed, you get the artifact listed as "Completed", but you do not receive the item. Also, the Orb of Sciallax is not added to the database.
