BoEs from Raids

WoW Freakz link: any BoE item that drops from a Raid in Legion
Bug description: BoE items that drop in Raids do not scale with difficulty. They are always scaled to some ilvl (which is not even correct) which shouldnt be the case. BoEs should scale with Raid difficulty and they can proc WF/TF/tertiary stats all of which doesnt work here.
