I think i saw shocker say that in p2 or p3 we wil have them bec, one player asked him what he can do with [Lesser Charm of Good Fortune] and his response was keep them for another phase,i might be mistaken so to be sure maybe an gm could give us an update.

We are working intensively on Phase 2 content because we want to release by the end of the month before Christmas' Eve more likely.

We discussed this during the PvE meeting , the reply from staff was no because we are allowed to do up to all 4 raid difficulties just like ryangg said , maybe they will change their mind but currently it is a no.

Well, that doesn't make any sense. Bonus loot and raid difficulties are two different things.

Besides, I dunno for you guys, but I'd rather have raid finder difficulty enabled to at least be able to LEARN the strategies, get the achievement(s) and earn some ilevel 502 or so items than have 10n/10h/25n/25h. Not to mention, we'd get more VP from being able to do that, than going through the SAME annoying 5-man heroic dungeons and normal scenarios every week. -.-
