Can't enter Legion Raids

Bug description: I've tried entering old legion raids to try to solo them on a new SL character but the entrances don't work. I also tried making a group and converting to raid but that didn't work either do I need to go through the whole Broken Shore and Suramar storylines again? or is it something that was locked out due to SL and will be unlocked later?
