Cant get past loading screen

hi iwant to know is the server unstable or what?? i cant get into the game. when i log in it takes a long time the some times i get the blz error codes the one end in 003 and the other 012. i ig nor that and relog in it go in and when i get to carekter screen all looks fin the when i log in there it load and stop near the end and never go on. i did the set bal bal "0" line in wtf folder it dont fix it. i delete cacha still dont work. i played yesterday and this morrning and all was fine now i cant get into game. plz help
