Class Mount legion with Echo of Time Currency

Hello guys

I've heard about being able to buy you class Mounts from legion using 100 x Echo fo times from the timetraveler Event so i gathered those quickly only to find out that the NPC did not give me any quest. so is there any requirementt for the quest to pop up ? Like an exalted reput or smthg ? i even heard that i had to do an m10 key on my char for the quest to pop up so i'm only here to be sure.
