[Confirm/Deny] - Selling/Buying of Soulbound?

Quick question since I have been reading global chat sometimes, and also checking on forums.


On global chat there is a GM muting for 2days+ = for people who are WTB/WTS <soulbound T13> from Baradin Hold:
Example: "WTS [Timelord's Gloves] BH 10"

However on forums there is also a GM who says this is NOT punishable:

Well, here Empyrium was right, in this case the leader gave the item to his own char.
The mutable thing is announcing on global chat that you are selling items dropped from bh.Hope you understand.
