In MoP Dalaran zones were indeed blocked for the opposing faction. Is this valid in Legion too? Some info?

According to this there are no changes made towards faction specific areas. Dalaran remains as a sanctuary where both factions have their own bases.

It's not a faction area, it's the pet shop. There is two sets of vendeors that were directly picked from Garrisons and remained so two were hostile to horde and two were hostile to alliance.

Check today, it's fixed. They are hostile but no longer attack players.
