Bug description: Bear Tartare doesnt grant the sprint buff on low level mobs

This food should grant this buff on all mobs (even level 1 critters) anywhere (especially in old content where its most useful). The buff has no internal cooldown, so multiple instance of this buff should occur when more than one mob is killed

Currently on Freakz you only get the Sprint buff only when killing creatures that have at least green level / award xp. We need this fixed.
