Bug description: Arcane barrage doesn't remove Arcane charges on cast but when it hits the target .

i took 2 vids cus my fps is shit when recording hopefully one shows better then the other.

this issue fks up the arcane mage's mana generation since if u canst an arcane blast right after u cast arcane barrage it will count as if u had 4 Arcane charge stacks instead of none wich makes u consume 200% more mana
