[DUPLICATE] [MoP & Cata] Bastion of twilight 25 player inaccessible, scarlet monastery portal

Bug description:
- 25 player mode for bastion is not available, only the 10 player version with reduced mobs.
- Scarlet monastery portal does not exist in world.

Proof:
visit Bastion of Twilight, and you will see that the 25 player says "This difficulty mode is not available for Bastion of Twilight"
visit Scarlet Monastery and you will see that the portal to enter is non existent
