During the council fight, after the pair switch, they all get stuck on balconies and can't come down to fight. As a DH I couldn't fight them.

The pair should properly switch with the other pair, that are watching from balcony, at 25% hp. That means the guys on the balcony need to come down to fight.
- Terrastra (one of the 2nd pair) somehow very slowly made his way down through the wall when I was under one of the balconies, but when I fought him, he didn't trigger phase 3.
- At 25% HP phase 3 should start to freeze players and all 4 councilors need to fuse into a monstrosity.


Cho'gall:

- At phase 2 (when Cho'gall reaches 25% hp), he shrinks as he is absorbing the dark energies. By the end of it, he turned into a dot.
