Bug description: If a Monk has chosen Celestial Favor in the 5th tier of their Class Order Advancement, an NPC named Master Swoo should allow you to turn-in order resources for their highest level troop type. Master Swoo currently does nothing and has no dialogue options, making this choice a waste of resources.
